DCI Hunts Insurance Agency Suspect Over Alleged Premiums Fraud as Court Warrant Hangs Over Him

Investigators appeal for public assistance in tracing Stephenson Oduor Ouma, alias Kodhek, who is wanted over alleged insurance premium fraud after reportedly failing to appear for judgment in a Milimani court case.

The Directorate of Criminal Investigations (DCI) has appealed to the public to help trace Stephenson Oduor Ouma, alias Kodhek, who is wanted in connection with alleged insurance premium fraud involving Signature Insurance Agency.

The suspect is wanted under an arrest warrant issued by the Milimani Chief Magistrate's Court in Criminal Case No. E647 of 2023, where he faces charges of conspiracy to defraud and stealing by agent under Sections 317 and 283(3) of the Penal Code, respectively.

According to the DCI, the allegations center on the alleged misappropriation of insurance premiums while Ouma was working with Signature Insurance Agency.

The case has attracted renewed attention following reports that Ouma failed to appear in court on March 24, 2026, when he was expected to attend proceedings for judgment. He is reportedly still at large.

However, the charges remain allegations, and the suspect's guilt must be determined through the judicial process.

THE MONEY TRAIL: QUESTIONS OVER INSURANCE PREMIUMS

At the heart of the case are allegations concerning insurance premiums entrusted to an individual working with an insurance agency.

Insurance premiums are payments made by policyholders to secure insurance cover. Depending on the arrangements in place, an intermediary or agent may collect such payments before they are remitted to the insurer.

Where premiums are allegedly collected but not remitted as required, policyholders and insurers may face financial uncertainty, potentially raising questions about the handling of clients' money, accountability, and the integrity of insurance transactions.

In Ouma's case, the DCI alleges that insurance premiums were misappropriated while he was associated with Signature Insurance Agency.

The available information, however, does not establish the amount allegedly involved, the number of affected policyholders, the specific transactions under investigation, or whether any customers suffered losses.

These are important details that would help establish the full scope of the allegations.

The central questions are therefore what sums were allegedly involved, how the premiums were handled, and what evidence investigators intend to present in support of the charges.

Those questions should be answered through the evidence presented in court and any further official disclosures by the investigating agency.

WHY THE COURT WARRANTS MATTERS

The DCI says Ouma is wanted under an arrest warrant issued in the criminal proceedings before the Milimani Chief Magistrate's Court.

His reported failure to appear for judgment on March 24, 2026, has become a significant development in the case.

Court attendance is a fundamental component of criminal proceedings, enabling cases to progress in accordance with the law. Where an accused person fails to attend court as required, the court may take appropriate action under the applicable legal procedures.

The existence of an arrest warrant, however, does not by itself establish guilt. The allegations must still be resolved through the judicial process.

The immediate task for investigators is to trace the suspect and facilitate his appearance before the court in accordance with the warrant.

BUNGOMA CONNECTION

In its public notice, the DCI identifies Ouma's home particulars as Bungoma County, Bungoma Sub-County, Kanduyi Division, Township Location, and Township Sub-Location.

The information provides a geographical lead for anyone who may have knowledge of his whereabouts.

However, the listed home particulars should not automatically be interpreted as his current residence or proof that he remains within the area.

Investigators are seeking information that could assist in establishing his whereabouts and securing his arrest.

DCI SEEKS PUBLIC ASSISTANCE

The investigating agency has urged members of the public with credible information that could help trace Ouma to contact the relevant authorities.

Information can be submitted through the following channels:

DCI toll-free hotline: 0800 722 203

DCI WhatsApp: 0709 570 000

Nearest police station: Members of the public may report information directly.

 National Police Service emergency numbers: 999, 911, or 112.

Anyone with relevant information is encouraged to use the official reporting channels rather than attempt to confront or apprehend the suspect personally.

THE BIGGER ACCOUNTABILITY QUESTION

Beyond the search for an individual suspect, the case raises broader questions about the safeguards governing the collection, handling, and remittance of insurance premiums.

For policyholders, paying a premium is an act of trust. They expect the payment to be properly accounted for and their insurance arrangements to operate according to the terms of their policies.

Where allegations of premium misappropriation arise, establishing the facts is essential not only for determining individual responsibility but also for identifying any weaknesses in the systems used to handle clients' money.

The available DCI notice does not establish whether Signature Insurance Agency itself was implicated in wrongdoing, whether internal controls failed, or whether other individuals were involved. Such conclusions would require additional evidence.

For now, the immediate issue is the execution of the arrest warrant and the progression of the criminal case through the courts.

The unanswered questions remain: What was the total value of the premiums allegedly misappropriated? Were policyholders affected? What evidence supports the charges? And will the suspect be traced and brought before the court to answer the allegations?

The answers will be central to understanding the full circumstances of the case.

As the DCI appeals for public assistance, anyone with relevant information is urged to report it through the agency's official channels.
