Kakamega Governor Fernandes Barasa on September 28 signed performance contracts with County Executive Committee members for the 2026/2027 financial year, setting out departmental targets and expectations for service delivery.
The signing ceremony, held at the County Headquarters, established measurable commitments to guide departmental operations and the implementation of the County Integrated Development Plan (CIDP).
Barasa called on the executive members to adopt achievable targets, take responsibility for their departments and fulfil the commitments outlined in the agreements.
The contracts cover key areas including policy development, legislation, leadership and revenue collection. The governor urged departments to strengthen their policy and legislative frameworks while exercising prudent management.
He also directed the executive members to identify revenue sources that could support projects and programmes outlined in the CIDP and other approved county plans.
To strengthen oversight, Barasa instructed all departments to submit quarterly performance reports. These reports will support regular assessments, help identify emerging challenges and guide timely corrective action.
Departments were further directed to conduct workload analyses to determine staffing requirements and ensure employees are deployed appropriately.
The governor also called for faster digitisation of staff files within the county public service to improve the security, accessibility and management of employee records.
During the ceremony, departments that performed well in the previous assessment cycle received awards. Barasa said the recognition was intended to encourage consistent performance, measurable results and continued improvement in public services.
The signing marked the start of the county’s 2026/2027 performance contracting cycle. Quarterly reviews will track progress and help keep county programmes and projects on course.
Members of county boards and agencies, external consultants led by Dr. Henry Wati, performance contract champions and other senior county officials attended the ceremony.
